Project Abstract

ABSTRACT
The provision of council services is an important component of local government administration, as citizens require access to various permits, certificates, registrations, and other services. Traditionally, many of these services may require citizens to physically visit council offices, complete paper-based forms, submit supporting documents, and make repeatedly visit to follow up on the progress of their applications. Such processes can create difficulties for both citizens and council staff, particularly in relation to accessibility, application tracking, document management, communication, and the efficient processing of applications. In response to these challenges, this project presents the development of the Kantanshi Town Council Online Citizen Services Portal, a web-based information system designed to digitise and improve the process through which citizens access and manage selected council services. The system is designed for Kantanshi Town Council in Copperbelt Province, Zambia, and provides an online platform through which citizens can interact with council services without necessarily visiting council offices in person.
The primary objective of the project was to develop an accessible and organized online platform for the submission, management, monitoring, and processing of citizen service applications. The portal supports three main categories of users: citizens, council officers, and administrators. Citizens are able to create accounts, verify their email addresses, log into the system, browse available council services, submit applications, upload supporting documents, track application progress, receive notifications, update their profiles, cancel eligible applications, and download approved documents. Council officers are provided with facilities for reviewing applications, examining submitted documents, adding officer notes, assigning applications, and approving or rejecting applications. Administrators have broader responsibilities, including managing users and officers, monitoring system activities, viewing application statistics, and accessing reports relating to services, application performance, fees, and officer workloads.
The system provides a structured application process consisting of service information, application details, document uploading, and final review and submission. Citizens can view information about available services, including descriptions, processing fees, estimated processing times, and required documents. During application submission, users provide the purpose of their application, additional notes where necessary, and supporting documentation in accepted formats. After submission, the system generates a unique application reference number and provides notifications confirming the application. The application tracking functionality enables citizens to monitor their applications using the reference number and view the current status together with a history of status changes. Once an application has been approved and an official document has been issued, the citizen can access and download the document through the portal. These functions provide a centralized mechanism for managing the different stages of the application process.
From a technical perspective, the project was implemented as a full-stack web application using a traditional server-side, MVC-like architecture. The presentation layer consists of PHP templates that render HTML, CSS, and JavaScript in the user's web browser. The application or logic layer uses PHP scripts to handle authentication, form processing, file uploads, application state transitions, and notification creation. The data layer consists of a relational MySQL/MariaDB database accessed through PHP Data Objects (PDO) using prepared statements. The system also integrates external email services through PHPMailer and Gmail SMTP to support email verification, password reset links, and application status notifications. Uploaded application documents and issued official documents are maintained within designated server file-storage locations.
Several technologies were used in the development of the system. PHP 8.2 was used for server-side application development, while HTML5, CSS3, and JavaScript ES6+ were used to develop the user interface and interactive functionality. MySQL/MariaDB 10.4 was used as the relational database management system. JavaScript functionality supports features such as the multi-step application wizard, file-upload previews, real-time table searching, and dashboard charts. Chart.js is used to display application trends and application status information on the administrative dashboard. Font Awesome and Google Fonts support the user-interface presentation. PHPMailer and Gmail SMTP provide transactional email functionality, while Apache through XAMPP supports local development. Composer was used for PHP dependency management and Git was used for source-code version control.
Database management forms an important component of the system. The database, named Kantanshi_town_council_db, uses the utf8mb4 character set and utf8mb4_unicode_ci collation. The relational database contains interconnected tables responsible for storing users, roles, services, service categories, applications, uploaded documents, application form data, application status logs, email verification records, password-reset information, notifications, issued documents, feedback, and sessions. The relationships between these tables enable the system to associate citizens with their applications, services with submitted applications, applications with supporting documents and status histories, and users with notifications and authentication records. The application status log provides an audit trail of changes made to applications, while the issued documents table maintains records of official documents generated following approval.
Security was also considered during the development of the portal. User passwords are protected through crypt hashing, while prepared SQL statements are used through PDO to reduce the risk of SQL injection. The system incorporates input validation, session security, protection against cross-site request forgery, and secure handling of uploaded files. Email verification and password-reset processes use time-limited tokens, while application activities can be recorded through status logs. These mechanisms are intended to protect user accounts, application information, uploaded documents, and administrative operations. The use of role-based access also separates the functionality available to citizens, officers, and administrators, ensuring that users interact with features appropriate to their responsibilities.
The project therefore demonstrates the application of web development, database management, user authentication, file management, notification systems, and information security principles in the development of a practical information system. The portal provides a centralised environment where citizens can access services and monitor applications, while council personnel can manage applications and obtain information required for administrative decision-making. The administrative reporting functionality provides summaries of applications, pending and approved applications, fees collected from paid applications, service performance, officer workloads, and recent application activities. This supports the organisation and monitoring of council service operations.
In conclusion, the Kantanshi Town Council Online Citizen Services Portal demonstrates how information and web technologies can be used to support the digital delivery of local government services. By bringing citizen applications, supporting documents, application tracking, notifications, approval processes, issued documents, and administrative reporting into one web-based platform, the system provides an organised approach to managing council service applications. The project further demonstrates the integration of a relational database with a full-stack web application and the incorporation of security and communication mechanisms required for such a system. Future improvements may build upon the existing platform by extending its functionality and further enhancing the effectiveness, accessibility, and scalability of online citizen services.
